It should also include schemes through estate agents who freely give &quot;repair concessions&quot; to potential buyers to reduce the price of the real estate they are selling as part of the estate.

This would not harm the public if applied to personal property auctioneer appraisers eithers to whom estate property is consigned, controlled, and proceeds returned to corporate estate trustees.</description>
